Slowing automobile traffic by homes makes neighborhoods friendlier to pedestrians and cyclists, as well as to users of Neighborhood Electric Vehicles. Doing so also reduces noise pollution and increases property values.
One of the easiest ways to slow traffic is to add on-street parking, especially the angled kind.
The streets around the Rowe Library offer an excellent opportunity to add a little paint and to create this parking. Doing so would also free the existing parking lot to be "de-paved" so that a shady garden with benches and a fountain might be added that would complement the library, itself.
